* At 611 AM EDT, Doppler radar indicated heavy rain across the
warned area. Between 4 and 6 inches of rain have fallen. Flash
flooding is already occurring.
HAZARD...Flash flooding caused by heavy rain.

IMPACT...Flash flooding of small creeks and streams, urban
areas, highways, streets and underpasses as well as
other poor drainage and low-lying areas.

Johnson City, Elizabethton, Mountain City, Hampton, Pine Crest,
Unicoi, Glade Spring, Damascus, Doeville, Neva, Sadie, Shady
Valley, Elk Mills, Hunter, Laurel Bloomery, Roan Mountain, Roane
Mountain State Park, Hampton Creek Cove State Park, Milligan
College and Limestone Cove.
Instruction:
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
