* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
and flood-prone locations is imminent or occurring.

- At 457 AM EDT, law enforcement reports indicated flooding in
low-lying spots west of Culpeper. Between 1.5 and 3 inches of
rain have fallen.
