For the High Wind Warning, northwest winds 35 to 45 mph with gusts up to 65 mph expected. * WHERE...The far southern Texas Panhandle, South Plains, and Rolling Plains. * WHEN...From 7 AM this morning to 7 PM CDT this evening. * IMPACTS...Hazardous driving conditions are likely due to blowing dust. Power outages are also possible. Travel will be difficult, especially for high profile vehicles. * ADDITIONAL DETAILS...Widespread blowing dust may result in significant reductions to visibility.
