EMERGENCY NOTICE BLACKHAWK PARK RESIDENTS MANDATORY EVACUATION. The DNR has reported that rising water is requiring action to be taken. Concern regarding the integrity of the Caledonia Levee, South of Highway 33 near Blackhawk Park. With rising water, there will be no access road open into the Blackhawk Park area for extended time. EMERGENCY VEHICLES POLICE, FIRE, AND EMS WILL NOT BE ABLE TO REACH RESIDENTS.All persons living in the Blackhawk Park area need to evacuate immediately. reception center will be open in the Portage City Hall Basement located at 115 W. Pleasant Street in Portage.
