Description:
At 402 AM CDT, Doppler radar indicated thunderstorms producing heavy
rain across the warned area. Between 3.5 and 5 inches of rain have
fallen from north of Effingham to east of Heartville. Personal
weather stations have measured 3.8 inches southeast of downtown
Effingham, and 3.7 inches near the I-57 and highway 45 exit on the
north side of town. Additional rainfall amounts up to 1 inch are
possible in the warned area. Flash flooding is ongoing or expected
to begin shortly.
HAZARD...Flash flooding caused by thunderstorms.

IMPACT...Flash flooding of small creeks and streams, urban areas,
highways, streets and underpasses as well as other poor
drainage and low-lying areas.

Effingham, Teutopolis, Watson, Dieterich, Heartville and Effingham
County Airport.
This includes the following highways...
Interstate 70 between mile markers 89 and 101.
Interstate 57 between mile markers 150 and 167.
Instruction:
Be especially cautious at night when it is harder to recognize the
dangers of flooding.
