Cedar River near Conesville affecting Louisa and Muscatine Counties. * WHAT...Flooding is possible. * WHERE...Cedar River at Cedar Bluff. * WHEN...From Tuesday afternoon to Thursday, July 09. * IMPACTS...At 18.0 feet, Water begins to affect access to the Sutliff Recreation Bridge.
