In southeast Iowa, Des Moines, Henry IA, Jefferson, Keokuk, Louisa and Washington. * WHEN...Through this evening. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
