* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Flooding may occur in poor drainage and urban areas.
* ADDITIONAL DETAILS...
- As the remnants of Tropical Storm Arthur move north and east
towards Central Louisiana overnight into early Thursday, rainfall
associated with this decaying system could produce periods of
excessive, heavy rainfall across portions of extreme Deep East
Texas into West Central and East Central Louisiana. While the
heaviest rainfall is forecast to remain south and east of the
Flood Watch area through Thursday Evening, any westward shift to
the track of the decaying storm could result in additional
rainfall amounts of 1 to 3 inches. Given how wet soils currently
are across these areas, any heavy rainfall could result in
additional flooding of low lying and poor drainage areas.
