Description: 
* WHAT...Urban and small stream flooding caused by excessive rainfall is expected. * WHERE...In Minnesota, St. Louis County and Wisconsin, Douglas County. This advisory is mainly for the urban areas of the Twin Ports. * WHEN...Until 515 PM CDT Monday. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Overflowing poor drainage areas. Ponding of water in urban or other areas is occurring or is imminent. * ADDITIONAL DETAILS... - At 211 PM CDT Monday, Doppler radar indicated heavy rain due to thunderstorms. This will cause urban and small stream flooding. - Additional rainfall amounts of 1 to 2 inches are expected over the area. This additional rain will result in minor flooding. - Some locations that will experience flooding include... Duluth, Superior, Hermantown, Proctor, Oliver, City of Rice Lake, Wisconsin Point, McQuade Harbor, French River, Irving, Central Hillside, Denfeld, East Hillside, Park Point, Piedmont Heights, Chester Park, Billings Park, Cody, Spirit Valley and Duluth Heights. - Flood safety information can be found at www.weather.gov/safety/flood.
Instruction: 
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Report observed flooding to local emergency services or law enforcement and to the National Weather Service in Duluth when you can do so safely. Flooding can be reported to the National Weather Service at 1-800-685-8612.
