Description:
* WHAT...Arroyo and small stream flooding caused by excessive
rainfall is expected.
* WHERE...Southwestern Chaves County in southeastern New Mexico...
* WHEN...Until midnight MDT tonight.
* IMPACTS...Minor flooding in low-lying and poor drainage areas.
* ADDITIONAL DETAILS...
- At 711 PM MDT, the public reported that flooding occurred late
this afternoon along the Rio Penasco within James Canyon from
very heavy rain on the east slopes of the Sacramento Mountains.
Between 1.5 and 2.5 inches of rain fell over a large area. A
minor flood wave is likely to travel down the Rio Penasco within
southwest Chaves County through late this evening. Folks near the
river should be on alert for minor flooding. Be especially
cautious near the river after sunset.

Instruction:
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
Both localized and distant heavy rainfall will create sudden and
dangerous flows in arroyos and over low water crossings.
