In northern Oklahoma, Garfield, Grant, Kay and Noble. In northwest Oklahoma, Alfalfa, Ellis, Harper, Major, Woods and Woodward. * WHEN...Through Friday morning. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
