In western Pennsylvania, Armstrong, Higher Elevations of Indiana, Indiana and Westmoreland. * WHEN...Until 11 PM EDT this evening. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
