* WHAT...Flooding caused by excessive rainfall continues. * WHERE...A portion of the Panhandle of Texas, including the following counties, Collingsworth and Donley. * WHEN...Until 230 AM CDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Rises in small streams and normally dry arroyos. Overflowing poor drainage areas. * ADDITIONAL DETAILS... - At 1257 AM CDT, Doppler radar indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Between 2 and 4 inches of rain have fallen. - Flooding impacts will continue, but no additional rainfall is expected. - Some locations that will experience flooding include... Instruction: 
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. Stay away or be swept away. River banks and culverts can become unstable and unsafe. In hilly terrain there are hundreds of low water crossings which are potentially dangerous in heavy rain. Do not attempt to cross flooded roads. Find an alternate route.
