* WHERE...In Kentucky, Boyd, Carter, Greenup, and Lawrence KY
Counties. In Ohio, Jackson OH and Lawrence OH Counties.
* WHEN...From midnight tonight to 9 AM EST Thursday.
* IMPACTS...The cold wind chills as low as 5 below zero could result
in hypothermia if precautions are not taken.
