Luquillo County in Puerto Rico... * Until 700 AM AST. * At 444 AM AST, Doppler radar indicated moderate rains continue across the area and additional thunderstorms producing heavy rain are expected across the warned area. Up to 3 inches of rain have fallen. Additional rainfall amounts of 0.5 to 1 inch are possible in the warned area. Some roads remain impassable based on reports from the local emergency managers, and Flash flooding is ongoing or expected to begin shortly. HAZARD...Flash flooding caused by thunderstorms with heavy rains. SOURCE...Radar. IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas. * Some locations that will experience flash flooding include... Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. Be aware of your surroundings and do not drive on flooded roads. Stay away or be swept away. River banks and culverts can become unstable and unsafe.
