* WHAT...Urban area and small stream flooding caused by excessive rainfall is expected. * WHERE...Portions of southwest Virginia, including the following county, Buchanan and southern West Virginia, including the following county, McDowell. * WHEN...Until midnight EDT tonight. * IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. * ADDITIONAL DETAILS... - At 1202 PM EDT, Doppler radar and automated rain gauges indicated moderate to heavy rain due to rain bands associated with Helene. Flooding is ongoing or expected to begin shortly in the warned area. Between 2 and 4 inches of rain have fallen. - Additional rainfall amounts of 1 to 2 inches are possible in the warned area. Soils across the warned area are near saturation due to previous rainfall, and additional rainfall will cause flooding problems. - Some locations that will experience flooding include...
