* WHAT...Urban area and small stream flooding caused by excessive rainfall runoff at the headwaters and along Rio Espiritu Santo, Rio Mameyes and its tributaries and is expected. * WHERE...A portion of Puerto Rico, including the following county, Rio Grande. * WHEN...Until noon AST. * IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. Numerous roads remain closed due to flooding. Low-water crossings may be inundated with water and may not be passable. * ADDITIONAL DETAILS... - At 1001 AM AST, Doppler radar indicated moderate to heavy rains continue. Flooding is ongoing or expected to begin shortly in the warned area. Between 1 and 3 inches of rain have fallen. - Additional rainfall amounts of 0.5 to 1 inch are possible in the warned area. - Some locations that will experience flooding include... Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Stay away or be swept away. River banks and culverts can become unstable and unsafe.
