The areas affected include... Atlantic Waters of Puerto Rico AND USVI from 10 NM to 19.5N... Coastal Waters east of Puerto Rico, around Vieques, and around and just north of Culebra and Saint John... Coastal Waters from Cabo San Juan to the waters between Anegada Island and Virgin Gorda and North 10 NM... Coastal Waters of Northern Puerto Rico out 10 NM... At 938 AM AST, Doppler radar indicated areas of isolated but strong strong thunderstorms developing and capable of producing winds to around 30 knots. These thunderstorms were located over waters off the east and northeast coast of Puerto Rico and over the Atlantic waters,moving northwest around 10 knots. Waterspouts will also be possible with some of this activity.
Instruction: 
Mariners can expect gusty winds to around 30 knots, locally higher waves, and lightning strikes. Waterspouts will also be possible with some of this activity. Boaters should seek safe harbor immediately until this storm passes.
