* WHAT...For the Wind Advisory, west winds 20 to 25 mph with gusts up to 45 mph. For the Cold Weather Advisory, very cold wind chills as low as 25 expected. * WHERE...Coastal Duval, Eastern Clay, South Central Duval, Western Putnam, and Western Marion Counties. * WHEN...For the Wind Advisory, until 5 PM EST this afternoon. For the Cold Weather Advisory, from 4 AM to 9 AM EST Tuesday. * IMPACTS...Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. The cold wind chills as low as 25 degrees could result in hypothermia if precautions are not taken.
