* WHAT...Over the mountains, northeast winds 25 to 35 mph with gusts up to 40 to 55 mph, locally up to 65 to 75 mph. In the western Sacramento Valley and Delta, north winds 15 to 25 mph with gusts 35 to 45 mph. * WHERE...Portions of the West Slope Northern Sierra Nevada, Western Plumas County/Lassen Park and Northeast Foothills including Highway 70/Jarbo Gap. Western portions of the Southern Sacramento Valley, Carquinez Straight and Delta. * WHEN...Until 7 AM PST Wednesday. * IMPACTS...Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. * ADDITIONAL DETAILS...Over the mountains, strongest winds are expected in the late evening through early morning periods. Western portions of the southern Sacramento Valley and Delta can expect the strongest winds throughout the day today.
