Total snow accumulations between 2 and 4 inches and ice accumulations between two tenths and one half of an inch. * WHERE...Portions of east central, northeast, south central, and southeast Kentucky. * WHEN...From 7 AM Sunday to 7 AM EST Tuesday. * IMPACTS...Expect power outages and tree damage due to the ice. Travel could be impossible. The hazardous conditions will affect the Monday morning and evening commutes. * ADDITIONAL DETAILS...Snow will develop on Sunday morning, and then change to freezing rain in the afternoon and evening. A switch to plain rain is expected in many places for a time on Sunday night. Remaining precipitation will change back to snow late Sunday night and Monday. The heaviest precipitation is expected Sunday afternoon and Sunday night. Although total snowfall amounts of 2 to 4 inches are forecast, the largest amount on the ground at any given time may be less due to freezing rain and rain occurring in the middle of the winter storm, atop the initial snowfall.
